In former years a few of the smoking-shops existed, but almost in every instance the owners of such, after having tried the experiment for a few months, absconded, at any rate they could not be found, when search was made for them for the purpose of obtaining payment for the amounts due on their License.
The revenue now received from the Salt and Stove Licenses is very trifling as compared with the receipts of former years under the same heads of Revenue. The principal reason for the great falling off in the item is no doubt the disturbed state of the Kwangtung Province, the great number of pirates existing in these waters, and on the very shores of this Colony, and the consequent difficulty of safe transport. On the other hand, I am inclined to think that a sort of combination exists amongst the Chinese, which causes the gradual decline of the annual payment for obtaining the privileges of salt-weighing and stone-quarrying, since the same person, who holds the Licenses now, has been the manager of them for the last five years, although it is known that the Salt-affair is managed by him for one, and the stone-quarrying business on behalf of another Company.

Another subject to which I take the liberty of drawing your attention is, how far the Fees, referred to in § 5, Regula Generalis of the 1st March 1847, and specified in Schedule 7, attached to said Regula, are liable to be accounted for to the Public Revenue.
